Like if you manage to get your sick cousin out of the hospital, or the psychiatric ward, for a joyride in the city do you face any legal penalties?
I assume psychiatric is more serious than “regular hospital”?

yes it’s called kidnapping

If your cousin is committed to the hospital because he/she cannot manage his or her own affairs in the eyes of the law, then what you are suggesting is called “kidnapping” and it is a 30 year felony.
If your cousin is there voluntarily, you are good to go.
