Jammu: Jammu & Kashmir Governor, N. N. Vohra, has stressed the need for conducting town-wise survey of physically challenged persons to assess the scale of the problem and, based thereon, to formulate area-specific action plans for the effective rehabilitation of this important but vulnerable and voiceless segment of the society.
The Governor, as Chief Guest, was addressing the inaugural function organized in connection with the National Day for the Mentally Challenged, by the Composite Regional Centre, Union Ministry of Social Justice and Empowerment, Srinagar, here today.
The Governor observed that the physically challenged persons are a very important segment of our society and it is the bounden duty of the State Government to timely attend to their rehabilitation and empowerment. Till such time as special institutions are set up he called for introducing Braille system of education in the schools along with the availability of trained teachers to facilitate the education of the visually impaired children in the State. He said that we need to have a missionary and sensitive approach to the problems of the physically challenged.
Referring to the Composite Regional Centre, Srinagar, Governor said that this institution has been doing very useful work and needs to be further strengthened on all fronts of its mandate. He emphasized the need for the State Social Welfare Department availing the maximum possible support and benefit from the various schemes being implemented by the Central Government for the rehabilitation and welfare of the physically challenged.
Referring to the very useful discussions that he had had with the Minister for Social Welfare, Sakina Ittoo, in Srinagar last month, in regard to the implementation of the various schemes for the welfare of the physically challenged, the Governor said that we have to adopt a well coordinated approach to maximize the benefits of the schemes being implemented for their empowerment, including a department wise identification and listing of the jobs against which the physically challenged persons can be appointed. Unless this is done very early the obtaining reservation policy shall not render the envisaged outcome. He also called for organizing an increasing number of camps in the remote areas to help the people suffering from different physical challenges. (AIP)
