Encopresis, from about two minutes of research, appears to be a problem that has either physical or psychological causes (encopresis as a result of constipation vs. a phobia or other disorder). If it is purely physical in its causes, I can’t see a reason for a psychologist. However, it is possible that he is simply trying to cover all bases, not knowing the exact causes of the disorder. If it is psychological, the psychologist will work with your child to determine the exact cause and then use a type of therapy (behavioral or otherwise) to get rid of it.

Even if it is primarily a physical problem, it is not unusual to have a psychologist involved. Young children with encopresis can develop all kinds of bad habits, anxieties, even fears around toileting. A psychologist can be helpful in developing a program to assist with any of these associated difficulties. A psychologist can also be helpful in assisting a young child in compliance to any medical regimen that is instituted. At children’s hospitals, there are often encopresis “clinics” that use a variety of professionals to assist with the problem. All the best to you.
